is it just the laquer is pelling or are there curb marks?????
do you just want them reblasted ready for sparying
or do you want any marks filled in?????
I would etch prime them

I would think that most aftermarket wheel centres could do it
try giving a few a call
or maybe southcoast wheel and tyres may be able to help (southampton)
