It can make theft more difficult but thieves are using high-powered cutting tools to remove catalytic converters and because of this it is not possible to make catalytic converters ‘unstealable’. A Catloc makes it harder to steal a catalytic converter, slowing thieves down and acting as a deterrent. The ~ (tilde ) symbol means approximately. Used before a value 'x' it means below approximately 'x', used after a value 'x' it means above approximately 'x' I would read that chart as meaning speeds of greater than approximately 160kph use 270kPa and speeds less than approximately 160kph use 220kPa -
