Regarding the seat bolt this is a common problem - on my 430 the bracket which attaches to the bolt had broken so the seat was rocking badly - I had to buy a replacement seat and swap the mechanism over.
On my current 430 I have the same loose bolt problem - I have tightened it once but now the problem has returned - last time the only way to access it was remove the seat completely - remove the plastic seat surround and then tighten the bolt - is this how you done it? Or is there a way to do it whilst west is in situ?
Also did you tighten it fully- or leave enough slack to aid seat adjustment - please let me know
Replaced all 4 tyres from Dunlops to Michelin Cross Climates - the Dunlops don't wear every well - they become noisier as the wear - the Michelin are alot quieter and supple.
Also had the front nrake pads changed at the same time - the current ones made a groaning noise when stopping which I didn't like - replaced with genuine Lexus pads - all good now.
And finally a quick wash to get rid of all the winter muck

1) the hasslefree option is to go to Lexus dealer - albiet the expensive option. They will supply and programme the key.
2) the other option is it to find the correct second hand key - make sure its deleted - have it re-programmed to your car (remember the smart option can only be done at a dealer or through someone who has the correct software). Additionally you will have to buy a new blade and have it cut and attached to your key. The remote locking (buttons) can be programmed by yourself - procedure is on this site somewhere.

Check if it has had a radiator replacement - if not get it changed
If you can get it on a ramp to inspect suspension thats a bonus - its a heavy car and this takes its toll on the suspension - addiotionally check for uneven tyre wear - Check air struts for any fluid leakage or any mention of this on the MOT history
Check drives seat base for sagging
Check inside drivers pillar for excess wear on interior
Check steering is straight when driving and not angled
Check it doesnt have any warning lights
Check air suspension operates correctly - car should rise approx inch and stay level
Check glove box hinges and that it is level when closed
Operate sunroof and check around rim for any rust
Check for any TPMS warnings - these could be costly to replace/code
Check the adaptive cruise control works - there has been some 1/2 reports of water ingress in the sensor
Check the music system works - amplifiers are known to fail - also listen out for blown speakers

I had the same problem with my 430 - the circle just came off with the hook - just lived with it whilst I hd that car - I did think at time of super-glueing the ring back but never did.
