Even at £3.5K the chances are £300.00 will not cover the repairs required cost, an AC recharge pre test will no doubt reveal defective components and the VSC “loose wire I haven’t got time to find” suggests it’s a bit more than that.
Play his bluff by telling him to fix all the faults for the full asking price and see what he says then.
When I first read the post with a price of £190.00 I thought surely not as the same GS300 part (Lexus call it the “insulator”) is around £25.00.
I then realised with the IS250 the part is integrated into the top mount hence the price difference.
Good result with the aftermarket part 😀
Mine turned into squid rings years ago, I pulled them off and fitted a split steering rack gaitor held with cable ties.
OEM Front dampers/shock absorbers are around £250.00 each ( best practice to replace both on same axle).
Provided the rest of the strut is OK you could just replace that part, labour I would estimate around 3 hours the pair.
Top picture shows all the associated gaskets for the front water bridge and thermostat housing, lower picture is the EFI temperature sensor position. 😀

Hopefully a new replacement battery if required will restore normal operations but if you ever find yourself in the same situation again with the car being unused for several weeks may I suggest buying a “Smart Charger” and leaving this connected to ensure the battery is topped up with charge as required.
If power is a problem several members use a solar panel charger.
If the indicator trim is missing fair enough it may be just cosmetic.
”A loose connection” after the VSC was checked, I’ve personally never seen any code reader that tells you that specific information before, if it’s just a loose wire why doesn’t the dealer tighten it up then?
Have you checked the MOT history via the gov.uk website?
Has it been HPI checked?
If you were spending £1K on a “banger” I would expect some problems but at £6K retail?
Is this a private sale or from a motor dealer?
The VSC could be a multitude of things from the fuel cap seal to O2 sensors, reading the codes should provide clues to the actual cause.
AC could again be many things usually condenser due to exposed condition, compressor or other items.
Paint bubbling is worrying, is this a sign of a poor previous repair.
Indicator cover missing....MOT fail therefore unroadworthy?
Personally I would walk away...something better will come up 😀
I did notice the number plate ending with JDM, if it is an import someone has gone to a lot of trouble converting it from a Toyota to a Lexus but it may explain the mileage if the cluster has been replaced.

Good choice for a first car, mine was a Mini which proved totally unreliable and provided plenty of repair experience in a very short time.
Just out of interest what’s the insurance cost for you ?
If I did buy it unseen and have it delivered the first journey in it would be to my local Lexus dealer for a health check and report (usually free). If any major defects were found you then have 14 days to return it.
Another option is to pay for one of these.

You may get more responses if you opened a thread in the imports sections Jenz but seeing as you are here the first suspect with your symptoms would be the car battery, have it checked out.
