Adjuster should be at the top, it is a PITA to see it through the hole in the drum where the rubber bung normally fits.
If you can't free off the shoes there are 2 threaded holes 180 degrees apart where you can screw in a couple of bolts that will push the drum off the hub.
I've got to take a look at mine in the next few days (1999 LS400) so I'll try and get some close up pictures.
Mine does nothing at all, no up/down or in/out, all supplies present to ECU, trying to get hold of another ECU just to eliminate it.
I would be worried that the heat generated during welding would seize the plug in its threads, I would remove the old plug and replace it with a new one.

Similar problems have been reported with the RX300 with sticky gearchanges being caused by the transmission ECU.
Another cause could be sticking shift solenoids, these are available as parts and can be replaced after removing the transmission sump.
Lexus dealers won't replace parts in the transmission only the complete unit.
Do you have any diagnostic codes which may help accurately diagnose the problem?
For a non mechanic as you describe yourself this is excellent, your mechanical skills are obviously better than you think.

If you do decide to go with the load resistors mentioned don't mount these on the plastic bulb housing as the heat may melt it. Mount them on a metal area away from heat sensitive devices or other wiring.
If you have ever tried to remove a hot 60w home light bulb from its fitting you will realise what heat is generated.
I can't understand how a VVTI fault would cause the engine speed to increase by itself as this only affects valve timing.
Is the idle speed correct?
Have you checked for a sticking throttle cable/linkage, loose or damaged vacuum pipe?
Another cause in the past has been the floor mat having moved and jamming the pedal.

Do you have any new fault codes that have appeared?
Also does the engine restart immediately once it has stopped or does it then fail to start after completely?
If this was a car dealer sale I would be looking at them for repairs at their cost given the short time you say you have had the car, if bought privately you now have the costs of repair.
Any mention of this on the MOT history check in the advisories section?
Personally I would stick to OEM replacements but be prepared for a shock (pun intended) when they give you the prices at around £280.00 each, they may do all 4 for a grand.
How often do you use the other doors on the car, reason I ask is you mention that the other doors attempt to unlock but fail to do so.
I have never heard of 3 locks sticking at the same time but it could be a mechanical problem with stiff mechanisms. The only way to be sure is strip out the door card and take a look at what actually moves when the fob is pressed on one of the faulty doors and go from there.
