I think that part number refers to the smog sensor that sits on the front grill it shuts the vents from the outside of the car when there is heavy pollution in the air around the car .

The wheels on the example are off a Mark 4 97-2000 with chromed caps the wheels could be optioned chromed but were mostly in the states as they did not like salt,the usual format was as mine are .

These are the notorious upper control arms and to be honest you have done well if they have got to 156k with slight play usually go at around 100k so yours could be aftermarket replacements which last half the time of the oems if your lucky. Is something wrong with the tensioner, lift the belt from the tensioner and try to pull back the tensioner with your hand if you can do this and your not the incredible hulk it is the tensioner that is faulty.

Firstly check the old belt and the new belt are the same circumference and width and the same number of grooves.Check the belt tensioner is the same as the old one and is installed correctly.The nut that you connect to to pull back on the pulley whilst placing the belt is a left hand thread make sure you have'nt slackened this nut.

The Lexus dealership in Glasgow gifted me a litre of Toyota premixed red anti freeze back in 2012 when they fitted the timing belt ,I still have the stuff unused and it is still available on Ebay around £7 a litre. If that is what they were putting in then it must be good for the LS400 range today.
