Head Rebuild?

Hi all new to the forum. Im gonna cut right to it. I bought a non runner IS200 w reg manual with 113k on it. Managed to get it running off a bump eventually but once running it had a bad misfire and a fair bit of white smoke out the back end. Also the rad was cracked so im assuming the head gasket is gone due to it losing all its water. Anyways iv started to strip it down everything bar the crank pulley bold has been easy so far still cant shift it. My question is, is it worth getting the top end rebuilt or will a skim and pressure test be ok? I ask becaus i dont want to put it back together and a few weeks later the valve seals go or something uno. If its best to rebulid can anyone point me in the direction of a good guy who will bebuild it at a decent price?

hi guys yes im in bridgend iv had a quote from pogsons in cardiff to change 5 valves and skim and pressure test £150 i dont think that includeds valve seals. its evidant a few of the valves need doing, the bottom block looks good as does the cams no wear or anything. got the head sitting in my kitchen not a bad job to take off worse bit was the inlet very fiddely.
