Handbrake. How Tight?

Ive had my rear disc off recently and after messing with the adjuster to slacken the shoes off it takes more to pull up now. It will stop the car but if i lightly tap the throttle it will creep forward too. Ive never really tested the strength so not sure if this is normal.

Read on a old thread to adjust it just enough so you can hear a scuff but surely the wheel should spin freely without any friction from the shoes which is how i adjusted it when i put the disc back on...

Also should both adjuster be in roughly the same position?

According to the manual, you adjust them up until the brakes lock the drum from spinning, then back them off 8 notches.

Then you need to check the hand brake lever adjustment once the drums are set up. The lever should operate the brakes with 5 to 8 clicks applied. If you need to pull it up more after adjusting the drums, then the lever can be adjusted.
