Cloudy Smooth Spots Appearing Over Car?

Hey guys,

Around 4 weeks ago I finally decided to clean my car, first time it has been properly cleaned since the bad snow we had, after shampooing the car I noticed some cloudy marks and spots around the car so shampooed again but there was still there? I tried polishing them out and theyve slightly gone but are still visible, when I run my finger over them you can feel there are very smooth compared to the rest of the paintwork, I did have a lot of snow on my car before brushing it off, could the snow of caused these marks as that's the only thing I can think of?? And how should I try and get rid of the marks, any t-cut or colour restorer anyone could recomend??

More likely pigeons or seagulls :(

Don't think so as on both passenger doors and os wing and was visible when snow melted?

T cut the best idea?

It might be a silly question but were they there before the snow? I know sun-cream can be almost impossible to shift if at all (a warning to make sure car is waxed), I wondering if this could be something similar.
