Speedo Stays At 50Mph Unless I Go Faster

I have a (personal import) 3.0 litre Toyota Crown Royal Saloon (1996), which is based on the same floor plan as 1990's GS300.

The Speedo has been converted from km to mph (now twice,) but the speedo moved from 0 to 50mph & stays there until I go above 50mph.

It does this no matter what speed I do under 50 mph.

Has anyone come across this before with a GS300 or Soarer ?

Try changing the relay on the trannybox, is your cruise control working as it should or have you not tried it ?
