traditionally DVLA offices are busier at the end / beginning of the month, due to people renewing their road tax.

the one at Leeds has 2 counters

one for number transfers etc and one for everything else

its on the 2nd floor and there are usually people all the way down the stairs in the que :(

but you can normally go right to the front of the cherished transfers counter :)

so if you have never been to your locak DVLA before check if you can do this
