I'm taking delivery of a Takumi Design in the next few days. I'm wondering if when activated the Adaptive Speed Limiter Cruise Control automatically adjusts the car speed to the prevailing highway speed limit?

It can and it does but like all cars it's not ideal as it'll "see" signs on back of trucks at 60mph and reduce speed. 

Generally it's better to turn the speed adjustment off

No, the ISA does not adjust the speed (at the moment) in the UK at least. It flashes the speed limit and emits three bongs when turned on but keep going, heavy on the metal, and that is all the bongs you get. You can turn off the Fun Police with two clicks but it returns to haunt you every new journey. Personally I leave it on, press through the bongs (stereo on loud), and drive according to road conditions. Having said that you are only ever going to be as fast as the vehicles in front so chillax, set dynamic driver assist (or whatever Lexus call it) and let the car do most of the work.

Mine doesn’t adjust the set speed. It brings up an option to press and hold the + or - minus button to change the speed to the current limit. That’s good because it gets the wrong limit from “20 when lights flash” school signs and specific limits for lorries. Often I don’t need to reduce the set speed immediately because the vehicle ahead has slowed down.

Our BMW X3 when on adaptive cruise control automatically adjusts to the speed limits it detects however the LBX doesn’t do this automatically without you accepting the higher or lower speed limit the car has detected as Rob mentioned.
 

There are pros and cons to both and personally like the latter as it’s better to accept the new limit than it being done automatically, especially in reduced limits due to roadworks etc
