Techstream/obd2 custom settings?

Hi. I know you can alter settings on toyota/lexus with techstream but I wondered if anyone knows if other handheld type units can do the alterations?

I've only seen Carista that advertises clearly that if can but I dont fancy paying a subscription for something I won't use much. 

A lot of YouTube types use Topdon diag tools but its unclear if they will even support lexus or not let alone let you alter settings.

I just want to be able to check for fault codes, clear codes etc & make settings changes such as holding unlock on fob lowers the windows.
