I have recently had new rear disks and pads on the rear (about 4 months ago)

I have noticed that on one side on the edge of the disk there is a band of corrosion here my mate suggested that the pad was not contacting with the disk and to sand the pad down and take of the corrosion with a wire brush. The corrosion would not shift and I have even swapped the pads round to no effet. I think there is a fault with the disk itself. Anybody any ideas?
