The engine bay in my rc is clean apart from what looks like an earth bracket & a relay box bracket & it's bolts. It's not clear why those have rusted & nothing else, is this normal for the rc?

I might try to find new bits or figure out how to renew them.

It is hard to say... maybe the nuts and bits were removed, or maybe in the factory they just scratched the protective surface only in that area (like wrench slipped etc) and that is why only those parts corroded.

Other possibility - somebody used strong chemicals to detail engine bay and either didn't rinsed them properly (some degreasers are strongly caustic or acidic), or simply stripped the surface from oils/wax which is usually there... and that means only those parts have rusted. 

I would say - rust convert them and spray them with paint, bolts can be ordered new if that really bother you and you want to make it perfect.

In my experience this is typical of Japanese cars. When i bought my car used i was quite surprised to see a rust fest under the bonet as well. And it was mostly brackets and bolts that were rusted. I was surprised as I came fron a merc where everything was still like new even after 70k and assumed all premium cars are similar. Got some fertan and sprayed it on everything rusty. Now everything looks black. Much better in my opinion.
