Replacement key - locksmith problems. IS 250C

I lost one of my keys so took it to my local locksmith who specialises in car replacement keys - and only charges £200 compared with £400 plus from dealer. They attached their computer to the car and followed the instructions but could not get past recognising that two keys (i.e. lost key and sec ond key) were recognised by the system. The next stage was to place the new key to the ignition and that would programme the new key. But they couldn't get that far. Anybody had this problem?

Not sure but I think they need the master key. Others on here will know more.
