Non Loc Forum Error

hi all i keep having probs with a forum i use and every now and then i keep getting errors such as the one below - is it my end or thiers ( im thinking thiers) and what exactly does the error mean.

There appears to be an error with the ******* database.

The problem is their end with the backend database.

too many connections... very busy i could increase the connections but could cause more problems as I tried this on the last server.
