No it doesn't. I checked my own RX450h a while ago and it said that there was no requirement for me to pay.

Congestion charge is payable unless the vehicle is Euro 6 Compliant so I would have to pay that , but not ULEZ - I checked online -certainly my RX450h is exempt.
