Again, I have no idea. The Highway Code isn't my preferred bedtime reading, I just knew where to look reagrding lights that (MUST NOT, according to the HC) dazzle anyone.

In the context of this topic, there's a whole world of difference because leaving the car in drive and applying the parking brake rather than keeping your foot on the brake pedal will not show high intensity lights to the rear and so will not dazzle anyone behind.
