Anyone tell me what is behind the part marked in the photo?

Had my tow Bar electrics fitted yesterday and noticed that the guy had unscrewed the two nuts perhaps to see if he could thread the hot wire through the bulkhead this route. Told me  he actually threaded it down the side of the passenger door behind the hinges and into the car.

When I went out last night I noticed a sort of whistling noise  (at only 5mph) but it only lasted a few minutes and disappeared once I'd been round the block to stop at the house to inspect..  This morning I checked the nuts and could see that the rubber Gasket was folded instead of the bolt running through one side. Corrected today but still curious if it caused the noise.  Could be something totally unrelated? Hate not knowing why something happens.  ps My Engine bay looks much cleaner than in the photo which was taken when I bought the Car.

It's just the grommet for the wiring loom to head into the cabin behind the dash. He probably decided against it as he'd have to make a hole in it to feed the wire in

As Tigerfish says it is a grommet, the other side is called a......Wallace.
